Health & Safety Code § 17973 lets a local agency require the initial or final report even when there is no emergency. Immediate-threat findings must be filed within 15 days in every city. Dedicated programs (Oakland, San José, Long Beach, Los Angeles, Oceanside) are stricter than the state minimum.
