- Qualified inspector hired by the owner: licensed structural or civil engineer, architect, A/B/C-5 contractor with five years’ multistory wood-frame experience, or certified building inspector/official. Cannot be a current City of Oakland employee.

- Oakland requires a completed EEE Inspection Form plus the written inspection report through the Online Permit Center (File an EEE Report). Immediate-threat reports also go to Code Enforcement Services within 15 days. Exempt buildings file an Exemption Declaration.

- Oakland wants the form even when the statute’s minimum is ‘file only if there is an immediate threat.’ Follow the city form, not the state minimum.
- The form asks you to certify 15% per type (SB 721) or 95% confidence (SB 326). An under-sampled report will bounce.
