- Who inspects
- SB 326 condominiums: Licensed structural engineer, licensed civil engineer, or licensed architect (AB 2114 added civil engineers). Contractors and certified building inspectors do not qualify. SB 721 apartment buildings: Licensed architect; licensed civil or structural engineer; contractor holding A, B, and/or C-5 with at least five years’ experience constructing multistory wood-frame buildings; or a certified building inspector/official as specified. The inspector may not be a current employee of the local jurisdiction.
- Where the report goes
- No dedicated EEE intake portal was found on sandiego.gov. Immediate-threat reports still go to the local enforcement agency within 15 days under HSC § 17973(d) and Civ. Code § 5551(g). Confirm current intake with Development Services before sending a file.

- City of San Diego has not published a standalone EEE ordinance on the pages reviewed. State clocks still run.
- Repair work on load-bearing balcony, stair, or walkway framing requires a building permit. See Information Bulletin 211 for deck-permit mechanics (single-family); multifamily repairs go through standard commercial/multifamily plan check.
